Sometimes, it can be simply down to a browser. In this case it isn't of course. I did have an issue for several months with our local county council. Mostly I could access pages, but particular items under their modern.gov area just didn't load. Fine on everything but Safari. It wasn't even just down to the modern.gov service as neighbouring councils with the same service worked fine. Our council admitted the issue but said 'it was difficult to fix' and gave up. It was like that for mybe 6 months and then suddenly started working again a few weeks ago.
